Resolution #3 Changes to Article IV on Membership
of the Convention (Second Reading)

ARTICLE IV. The Membership of Who Composes
the Convention
The membership of the Convention shall be composed of members
of the Clergy canonically resident in the Diocese and Lay Delegates
elected as members, constituting one deliberative body, All
clergy, Presbyters and Deacons of the Episcopal Church canonically resident
in this Diocese, and all Lay Delegates and each shall
be entitled to a seat and vote in this the
Convention. Each Parish and each Organized Mission in union with this
the Diocese shall be entitled to representation in the Convention by
Lay Delegates in such numbers as shall be
prescribed by Canon; provided, no member of the Clergy person
under ecclesiastical censure or process shall be entitled to
a vote or a seat in the this
Convention if otherwise prohibited by this constitution or Canon;
and provided, that any Parish or Mission ceasing, in the judgment of
the Convention or as provided by Canon, to function as such shall
be suspended from representation therein. or
At the option of the Convention, any Parish which does not continue
to fulfill the canonical conditions required for admission as a Parish,
may be placed in reduced to the status
of a Mission. Provision shall be made by Canon for the adjudication
of any cases arising hereunder.
Comment: The changes to this Article are primarily grammatical.
However, the Committee felt the removal of both seat and vote from a
member of the Clergy under ecclesiastical censure or process needed
revision. It was felt the ecclesiastical censure itself should determine
whether or not vote and/or seat should be removed from a member of the
Clergy under ecclesiastical censure. Additionally, it may or may not
be appropriate for a member of the Clergy under ecclesiastical process
to be deprived of vote and/or seat. Therefore, the Committee felt the
issue could be better addressed by Canon which does not require a vote
at two successive Conventions for amendment. [Back]
