Resolution No. 1

To Ratify Bishop and Council Actions Regarding 2005 Budget

WHEREAS, by its actions the Twenty-first Annual Convention of the Diocese of East Tennessee convened in Pigeon Forge on Saturday, February 5, 2005 and approved a budget for the Diocese; and

WHEREAS, by Canon 2, Sec. 2 (a), it is necessary for the Convention to approve budgets; and

WHEREAS, the budget as approved in its February 2005 Convention was $1,650,700.00, and

WHEREAS, the actual disbursements were $1,581,102.43; and

WHEREAS, the Treasurer's Financial Statements reflect all detailed records of disbursements over and under the budget recited herein by reference, reflect the best judgment and good offices of the Bishop and Council and Treasurer in performing under said budget;

NOW THEREFORE BE IT RESOLVED, that all of the acts and actions of the Bishop and Council in authorizing disbursements in excess of the items in the 2005 budget at approved by their various actions udring 2005, be and are hereby ratified by this Convention as authorized and approved.


Resolution No. 2

TITLE: To Ratify Standing Committee Actions
Regarding Title III, Canon 1: Real and Personal Property

PROPOSED BY: The Standing Committee
REPRESENTATIVE AT CONVENTION: The Rev. Peter Keese

RESOLVED, that all actions of the Standing Committee taken under provision of Title III, Canon 1: Real and Personal Property and reported to this Convention affecting title to and property of the Diocese of East Tennessee or its constituent congregations be approved and ratified and made the action of this 22nd Convention of the Diocese of East Tennessee.


Resolution No. 3

TITLE: Youth Ministry Salary Grant Fund

PROPOSED BY: Youth Action Council Youth Action Council
REPRESENTATIVES AT CONVENTION: Amanda Meade, MacKenzie Hardt, Emily Poulsen
DATE: 3 February, 2006

RESOLVED, that a fund be established in the Diocese of East Tennessee to subsidize salaries for professional parish youth ministers, and be it further

RESOLVED, that funding for the grants shall include, but not be limited to, solicitation of a minimal annual donation from individuals in the diocese, and be it further

RESOLVED, that this fund will provide grants to parishes who have the need for paid youth ministers but do not have the necessary financial resources, and be it further

RESOLVED, that said grants shall be a supplement to the amount the parish has available for youth ministry, and that the grants shall be for a period of two years, and in the maximum amount of $25,000 per year, based upon the amount paid towards the salary by the parish, and be it further

RESOLVED, that two-year grants shall only be awarded based upon what the fund can offer within one year's contributions, and be it further

RESOLVED, that the Youth Action Council shall have only the authority of recommendation to Bishop and Council, who shall have the final review and approval of grant applications and funding amounts, and that the selection of the individual to be hired shall be the authority of the parish rector.

EXPLANATION OF RESOLUTION: We believe that a full-time youth minister is ideal, but understand that flexibility in applying that principle may be exercised. There are many parishes in the diocese that have the need for professional youth ministers, but have only enough funding to create a part-time (or smaller) position. The creation of this fund, and the contributions solicited, will help fulfill the need for professional youth ministers on the parish level. Strong youth ministry programs can help strengthen and grow a parish overall. Also, the creation of this grant fund allows all in the diocese to be committed to the growth of our young people as one Church, while still focusing on parish-level ministry.

Be it here resolved, that the 22nd Annual Convention of the Diocese of East Tennessee express its appreciation to those members of the Convention Arrangements Committee who labored to make this convention possible with their time and talents: Katie Piper and the Rev. Lou Parsons who co-chaired this convention, also, Emily McDonald, Jim Fisher, John Grant, Joel King, John Trieber, Arline Caliger, Jim Moore, the Rev. Kathryn Mathewson, Lisa McNeese, Suzy Deierhoi, Holt Westbrook, Ann Lamb, Betty Morris, Betty Ewing, the Rev. Perry Scruggs, the Rev. Susanna Metz, Gerry Bettis, Carolyn Creek, Tom Williams, Rick Govan, Sharon Rasmussen, Mary Berl, Laura Nichols, Rosemary Davenport, and for the help of Lynn Lazlo.

Be it here resolved, that our love and heartfelt thanks be expressed to all the people of the ECSET Community for their hard work and dedication in hosting the 22nd annual convention.

Be it here resolved, that our deep appreciation be expressed to Ms. Jeannine Griffey, Event Coordinator of the Chattanooga Convention Center, and Ms. Carol Locke, Convention Services Manager of the Marriott, for their help, direction and expertise in planning for convention.

Be it resolved, that we give high praise and thanks for the numerous individuals who contributed their many and varied gifts to making our worship meaningful and spirit-filled; for the creative artists, musicians, deacons and readers, with special thanks to, the Rev. Dr. Suzanna Metz and the Rev. Dr. Rebecca Wright who played the piano on Friday, Will Benson who served as cantor, John Wagel, Phillip Newton and the children's choir, Kathleen Crevasse who set up the baptismal font, the Sunday School students of Good Shepherd, Grace and St. Luke's who painted the chalices and patens, to Alex Haralson and the youth of the diocese who made the audio-visual presentation for the Prayers of the People, and to the members of Zammarin who graciously offered their musical talent.

Be it resolved, that we extend our appreciation and soul-touched gratitude to the gospel choir, Rejoice, and the band, Love, Peace and Happiness, for the giving of themselves and their music during the festivities on Friday evening.

Be it here resolved, that our appreciation be expressed to the volunteers who assembled convention booklets: George Schollian, Fritz Massaquoi, Julia Clements and Barbara Yoakum.

Be it resolved, that our sincere appreciation be expressed to our special guests who have graced us by their presence: The Rt. Rev. & Mrs. Creighton Robertson and the Rev. Marion Rectenwald, from the Diocese of South Dakota; the Honorable Ron Littlefield, Mayor of Chattanooga; the Rev. Kedron Jarvis, from Episcopal Relief and Development.

Be it resolved, that our heartfelt appreciation and gratitude goes to our bishop, The Rt. Rev. Charles vonRosenberg, for his skillful, steady and calm leadership in this diocese and the national church, and for the genuine pastoral care he gives to us all; and to his wife Annie, for her ministry of openness, candor, and loving concern she shares wherever she goes.

Affectionate Greetings

Be it resolved, that affectionate greetings in Christ be sent to the people and clergy of the Diocese of South Dakota, our Companion Diocese.

Be it resolved, that affectionate greetings and continued prayer be offered to the people and clergy of Mississippi and Louisiana as they proceed in their recovery efforts following the devastating hurricanes of this past Fall.

Be it resolved, that affectionate greetings and prayers for healing be sent to Holt Westbrook, Special Event Co-Chair, as he recovers from knee replacement surgery.

Be it resolved, that affectionate greetings in Christ be sent to the following people who are dearly remembered as members of our diocesan family:
